How to Sign a Vehicle Title in Puerto Rico
When sending a vehicle from the United States to Puerto Rico, it's essential to register your car title through the Department of Public Works (CESCO). This document serves as certification of the vehicle's registered owner and also maintains and organizes necessary indexes or records for information management. Issued by the Secretary of Transportation, it authorizes the motor vehicle to operate on public roads and highways in Puerto Rico.
Similar to most states, Puerto Rico allows a 30-day window for car registration after relocation, with some states mandating the purchase of a new vehicle title.

Additional Information:
For registration from states utilizing the title system, a property title must include applicant details, lien information, and corresponding payments to the Secretary. If no title is available, an application before the Court of First Instance may be necessary. For vehicles from states or countries without the title system, a Registration Document with a recognized bill of sale or auction documentation may suffice. Additionally, a certificate of title requires proof of excise tax payment to the Department of the Treasury.
Upon successful registration acceptance by the Secretary, a certificate of title is issued to the owner.
